January Travel through Meghalaya, Assam, and Nagaland

Are North Eastern areas safe to travel for American citizens as of lately? I was planning to take a 20 day trip throughout the areas, however I have read several sites that have warned of high-risk threats such as: kidnapping, terrorism, and hostage-taking. I also have seen many current blogs that seem it is still welcome to backpackers and travelers.
