questions about early action

Hello everyone I have applied for the early action session for fall 2023 and I had a few questions about it which I couldn't properly find on google. Firstly is it true that usc doesn't reject applicants for early action and instead defers them. Secondly if I do get deferred would I still be applicable for the merit scholarships since I applied before Dec 1st.
