Avatar of Khaine on Maiden Worlds?

Are they a thing there too, or are they exclusive to Craftworlds? I tried to find info on this but then I decided I'm better off asking you guys.

If there isn't any hard evidence either way, what would be your headcanon on this and why? I'm GMing a 40K RPG and I'm debating whether or not a Maiden World having an Avatar makes sense.
