PC can't run main menu?

Hey guys so I just got the game I am running a 1650 super and 10100f I get the parts arent top of the line by no means But the main menu is running at 7fps, the game as well, regardless of the settings I set it to. Has anyone else had this issue? Anyone have any troubleshooting ideas? Or is my hardware quality really the problem. I dont think i have this issue on other games, I was running witcher 3 a few months ago np
