HOA denying maintenance

My HOA is responsible for exterior maintenance of town homes. The wood steps to enter are in need of repairs. The hoa says it’s not responsible for construction defects. This is clearly a regular maintenance issue due to wear. This is a 10 y/o home. What can I do?
