Was Rick gonna let it slide?

Do you guys think that Rick could've lived with Negan's rules after what he did to Abe and Glenn if lets say hilltop and the kingdom refuses to cooperate?

Personally i believe Rick wouldve been out for blood no matter what happened after the lineup and threat to Carl's life. I thought he was biding his time letting Negan bitch him around until he could finally take him to war but it doesn't really seem like it watching clips from s7.

I think Negan shattered his ego and truly broke him but I don't see a world where Rick Grimes would stay down
