Suddenly Streaming in the Playlist?

In the past week or so, I started getting podcast episodes in my playlist with the "Stream" tag, and even if I try to manually download them, they won't download.

There should be nothing in my playlist that's not already downloaded. And this seems to be random, episodes from podcasts I've listened to for years, and then every single episode from a couple new podcast feeds I subscribed to.

Any ideas?
