AITA For buying my brother a cheaper Christmas present?

I bought my parents a food subscription service because my father just had a medical emergency recently which will help them plan their food a little bit better. I got one of my brothers a gift card to a movie theater for $50, my second brother got a membership to an art museum that cost $100, and my third brother and his wife got a board game which I thought they would enjoy for $30.

My brother calls me while I'm at work and tells me that he doesn't think me or my wife care about him and that the gift is crap compared to my other brothers.

Is it the cost of the gift that matters or is it the time and money that I did spend what really matters?
