Program change requirements

I want to change my program, but I can’t find anything at all about requirements to have this program change be accepted. I do not want to continue with my current major and I want to instead pursue a degree in education. The only thing currently in my way is that I literally do not know if I can(as in be allowed to) do it. Is the someone I can email or call to get this information? Or somewhere I can look? Everything I’ve found trying to look it up says to look at the academic calendar, but unless there’s some page on there I can’t find it doesn’t show the information I’m looking for. I tried calling the faculty of education to find this out and they also didn’t provide any help at all, while trying to get me off the phone as fast as possible.
