Dog pee on snow covered Astroturf??

So I live in a condo with a balcony that has fake grass/Astroturf on it. There's about an inch of snow, as where I live it's very winter, and is several degrees below freezing and will be until late March/early April. I just discovered that when my dog hangs out there, she has been peeing on it. She never did in the warmer season, but I guess with the snow underfoot it feels like it's an OK spot to relieve herself.

I'm moving in two weeks, so I need to clean it, but as mentioned, it's below freezing right now (currently -14°c). I think she's only done it 2-3x based on what I can see, so it's not the whole balcony.

Any tips on how I can spot clean this thing in this climate??
