Brake Wash Out

Okay, so I am out of town, and the wife took the car in for an inspection, and they told her we needed a brake wash out. This is what they told my wife "they flush the old fluid and put in new fluid because "brake fluid is hydroscopic so it takes in water and gets all gunky and sticky and will wear your brake pads down" Word for word what he told my wife.

Now I used to work at midas and did a ton of brakes, and I've never heard of this and never seen brake fluid even come in contact with pads UNLESS your caliper boot was busted. Is this a scam, or are they telling the truth.
