Arkham Knight stuttering fix?

I run into a lot of stuttering with Arkham Knight (the Epic Games version). I have an i7-8750H CPU and a GTX 1060 so theoretically I should have no issues with 60 fps on medium settings 1080p right? I actually generally do get 40-60 which is fine for me, but the stuttering is insanely bad. Does anyone know if there's a fix? I know u/SheriefFarouk had some tweaks but I wasn't sure from their blog post if it was still relevant / up to date.
