how do i turn off prisoners turning insane?

my ci unit is currently over capacity and the prisoners in the holding cell keep hurting each other. there’s been no deaths but it’s causing the safety need to go up and overall affects the temperature of my prison. i know there used to be a way but now i can’t find the option to turn off prisoners turning insane. does anyone know what happened to it?
