Close Quarters? What sort of shooting percentage are you guys getting with that? Is that perk worth it?

I see people use this perk all the time. But, I always wonder if it's worth it. I have a 40 something shooting percentage with 77 accuracy, 74 power and no shooting perks. Would I have 70% shooting if I used it?
