Emissions test not required (Arlington)

I'm new-ish to the area with a 2016 gas vehicle, and am not 100% plugged in to the rules. I live and am garaged in Arlington. Went to get my safety inspection, and asked the gentleman to do my emissions at the same time, to knock it all out. He took a look at my license plate, and told me to not worry about it. There was a language barrier so I didn't inquire further.

Am I missing something?! Thought an emissions was inquired in Arlington County. Thanks for the input
