Does Bandai offer replacement parts for Premium Bandai S.H. Figuarts for overseas?

I was changing going to change the hands on my Build Genius S.H. Figuarts and I noticed that one of the hands that I hadn't used before had a paint defect on it. I bought it through a proxy service and I don't have the original receipt so I suppose I would be out of luck in that regard?
