Scavs with 366 AP rounds?

Was just doing a woods raid to level up endurance and try to get a scav kill or two. Ran into a scav and he 1 tapped me to the thorax with 366 AP? I don't remember scavs ever spawning with that in their guns. I know that scavs have been turned up this wipe but loading them with ammo that will 1 tap class 3 which most players have early wipe seems insane.
