Terrible experience with my management company and realtor. Is there some way for me to file a complaint with the city or some higher authority?

I dont think the management company or the realtor have done anything illegal but they have repeatedly treated me poorly and I would like to complain to some higher power. Does anyone know how i can go about that?

my goal here is to help other tenants when they are doing research or help the city if there is an investigation into this company.
