Wear & Carry Question

Whats the point of MD wear & carry if MD isn't a stand your ground State? They say your first duty is to retreat and if that can't be done then do what you have to do. But I heard alot of ppl still going to jail even after they followed the rules. Thank God we are able to carry though, I'm all for it! Especially in Baltimore where shit is out of control. It's so confusing to me. Correct me if I'm wrong please
