Can I take people's garbage (furniture, posters, etc.) for myself?

I see a nice poster outside my house next to the garbage disposal along with some furniture. I assume the owner took it out and contacted the municipality to take it since they no longer need it.

I don't know if it's alright for me to just take it since it'll be quite the waste?
