Is Mulan's price tag gonna go down ?

I know I'd be better off saving the mats for the exchange, but my account is quite new and I need them for other heroes. I've seen new heroes with a 20 euros price tag, is it going to go down or is Mulan just more expensive because she's a Dimensional ? Thanks !
