Got a thorium hoody in medium. Need recommendations for hard shell to layer it on.

I live in bay area and i run super cold.

I also make couple trips to tahoe, new york, new hampshire. I also go on hiking/ backpacking trips but never in super cold weather. I never climb

I like thorium in mens Medium because i can just put on a tshirt and throw thorium on top of it and take my dog out for walk in 40-50F and hang outside and be very comfortable.

I need a multi purpose shell jacket with nice breathability and durability. I dont care for bombproof. I need it for emergency change in weather so packability would be nice. I need it to be waterproof when i go on hiking backpacking trips in pacific northwest.

I was thinking of getting BETA AR in medium and be done with it.
Is there a better jacket that suits my requirements?
