What do you do with dead pets???

According to the city we should double bag, disinfect, AND THROW THE ANIMAL IN THE TRASH? Ok I’m paraphrasing, it said place the animal in the dustbin. I refuse to do this. Is this common practice? Are pet cemeteries not a thing? My wife told me she buried her hamster in a park when she was younger, so it got me thinking, what do you do with your pets remains?
