Help End the Debate: Toilet Bowl Winner

For context: winner of the toilet bowl gets the final pick of the draft (added on after all the other picks have gone). For our league it would basically be Mr. Irrelevant. Nothing crazy but a lotto ticket.

When your commissioner says, “you win the toilet bowl, you get the pick”, this means you need to actually win matchups right? Not reward the worst team in the toilet bowl?
