Are safety razors better than normal ones?

I am sadly being forced to use gillette and venus razor that aren’t cruelty-free and I don’t have other options, it devastates me that I have to use a razor that’s tested on animals, I am not proud at all to say that I have to use those but I have no other option, my mother told me that safety razors are more likely to cut and that I have to use the but I read that safety razors are better and such, is it true? There isn’t any vegan razors in any stores such as billie, it’s a small country, and I’ve checked in every store and I cannot order online, but I just wanna know are safety razors better than normal ones that cut to blood when I try to get the ingrown hairs, or leave bumps and irritation from it. Which one is better?
