Error Upgrading DB V1 to V2 (Chia 1.6.1)

I have been off and on Chia for a bit and looking to get things back up and running. I read about the V2 DB released earlier this year and was looking to convert.

In my .chia\mainnet\db directory I only have "blockchain_v1_mainnet.sqlite".

When I attempt to upgrade via windows powershell, I get an error saying it's already V2. But there should be a blockchain_v2_mainnet.sqlite folder created and there is not.

Here is the powershell output.
