Fun maybe foreshadowing i just noticed in ROW Ch 20 w/its epigraph

Part 2 epigraphs are Sazed/Harmony speaking with Hoid and the very first chapter opens with Radiant considering the agreement between the personalities to acquiesce to the will of 2 or whatever... but it specifically has the line "The compact meant harmony, and harmony meant the ability to function"

In TLM it is emphasized to a degree that this is the exact opposite. Harmony for sazed means he cannot function/act. Is it a little easter egg or am i reading to far into it?

[edit: I may have phrased it wrong - but my point is that they go directly from the first harmony epigraph without actually saying its him, to having the first paragraph of the chapter mention harmony. That bit has to be intentional, but in that same breath it presents a contradiction to what we saw in TLM where being Harmony instead of Discord was preventing Saze from acting on things]
