Can a platformer with RPG elements be considered an RPG?

I've had this discussion with a friend and we couldnt settle it. Is a platformer game with a lot of RPG elements like Castlevania Symphony of the Night be considered an RPG? It has a lot of elements that are common in the genre such as a level system, item management, item droprates that make you grind for certain itens and etc, would this be enough to make It a full on rpg or it would be just a platform with RPG elements?
