New Shaco player, why does jungle cleaning sucks so much?

After level 4, it seems like cleanin jungle as shaco is so slow compared to basically every other jungler, and I don't understand why. Literally, in the while you do one jungle camp the opponent did two.

Is going drakthar first item wrong and I should go tiamat?
