I'm confused about Nintendo's approach with the eShop closure

We all know they're shutting down the ability to buy stuff this March, but they're also keeping the ability to still download any of your stuff. Doesn't that mean they'll still have servers up with all the software being hosted? Why stop us buying stuff then? Kinda stressing me out because I haven't gotten around to getting a replacement 3DS and there's digital only games I've been wanting to play for a while.
