Black Legion rules check

Hey all,

I can't seem to find any FAQ for this, and it seems to come up at least once or twice a game and just want to clarify.

Black Legion's trait, second bullet reads "Each time a model with this trait makes an attack, add 1 to that attacks hit roll if: That target was a ranged attack and the target was the closest eligible enemy unit when its unit was selected to shoot..."

If I have my Helbrute tied up in melee and I shoot with a multi-melta into the unit it's tied up with, it gets -1 to hit as a rule for vehicles shooting heavy weapons into engagement range.

Would the Black Legion trait and the heavy-shooting-into-engagement rule counteract? Or is there some errata/3rd rule that contradicts all of this.
