Swapping out fluorescents for LED lights in garage and found this.

Swapping 2 sets of fluorescent lights for 4x 8ft sections of Barrina LED lights in my garage. Currently the the 2 fluorescents are turned on with the switch at the entry to garage. After I took down the light I found this situation in the box. I have 2 questions:

1. Would it be best to hardwire the lights or swap in a new box with an outlet?

2. How would I connect the light (which has Grn/Blk/Wht) or an outlet? There are 3 sets of wires running into the current box. The 3 grounds were tied together and tucked in, along with 2 of the blacks as well. Then the fluorescent's white was tied to the group of whites and the fluorescent's black was tied to the black/red.
