Barking dog next door

So, next door lives a dog which barks every time I go out with my dog. We live door to door, very close.

That dog's bed is just in front of the door, so she is always "on guard".

The owner does nothing.

My dog is always "greeted" with barking and already reacts/is nervous about dogs (on leash).

I tried some things, but I can't understand what I should do in this situation to make my dog feel safe.

please help.
