Cheating?

Every now and again, I encounter a player whose players lock onto my player on the ball and don't stop until they have the ball.

It's like they have the old legacy defending on. Is this even possible?

I'm division 2 so not a noob, and can tell that it's not that they are just very good at the game, there's something else going on...
