Power options in Windows Settings

Hi there! Is there a way to let users configure the power settings through Windows Settings? I've tried many settings in intune and so far I could only leave it to users to control it through Control Panel.

This is a screenshot from a personal laptop, I cannot find the way to unlock this setting in "Windows Settings" either. Surely it's the same issue since I can control the performance through Control Panel
