AWS RDS Aurora ap-south-1 Mumbai database clusters not coming up for others?

Is anyone else seeing this where AWS RDS Aurora MySQL clusters in ap-south-1 Mumbai database clusters not coming up for others? I have some where the cluster isn't up after 4 hours and another where it's still not up after 2 hours.
