why can't I use volifernige to xyz summon odd eye rebellion dragon? Am i understanding its effect the wrong way?

You have to use Xiangke magician’s effect to turn the XYZ monster’s rank into a level.

It's rank 7. You need to use level 7 monsters to summon Odd Eyes rebellion dragon. Generally this is done with an XYZ by using Xiangke and Xiangsheng magicians to make it level 7
Technically, making it level 7 is the anime-only version of the ability. The tcg version only allows you to Xyz summon using the rank as if it were a level.
