Pandemic Legacy Season 0: When do we choose our seating order?

When are we allowed to choose our seating order?

1. Is it before or after the player cards have been dealt?
2. And, is it before or after the first player has been randomly chosen?

This could be a make or break thing and the rulebook doesn't mention this.

If we're allowed to arrange our seating order after the cards have been dealt (and even more so if we can do it after the first player has been chosen), then we can arrange our seating to optimize our card sharing in the first few turns, which would give us a huge boost early on.

Have the designers clarified it? (I found a thread where they clarified it for another pandemic game but not Season 0). How did you play it? Any thoughts?
