Utilities and services for a house

I am moving into a house where I am responsible for all services and utilities. I'm having some trouble finding information on the waste containers.

Do I need to order the waste bins myself, or do they typically stay from the previous owner? How do I setup the water collection service?

And how far in advance can I order electricity and water from Stadtwerke?

Thank you!
