VCSA best practice

Can VCSA be on a host that has DRS turned on? Someone set up our VMWare cluster with the VCSA on a host with DRS turned off, and I have been trying to find out why they did this, or if it can be on hosts with DRS turned on, that migrate automatically. The person who set it up has left already.
