An example would be CS:GO and LOL. There are pages such as G2G with multiple account being sold from what seems to be the same person. If it’s not a scam, how do they do it? How do they create 20+ account and boost them to certain ranks and hours?

Either 1) sell hacked accounts and pretend they're yours, or 2) pay people sweatshop wages to grind through the games all day long and then sell the accounts for a profit.
I'd also add that there are people who sell their accounts for various reasons. It used / still is probably happening with MMO accounts such as World of Warcraft.
They do it by farming out the work of creating and advancing those accounts to other people, probably kids, who live in countries with weaker economies and can be hired for rates so low that they are still able to profit on the sale even after paying a pittance to their "suppliers."
Either that or they are just flipping hacked accounts, from people whose passwords were revealed in some leak and did not have 2FA enabled. (Many people use the same password for everything, so if it leaks from one company, people then test those leaked logins on many other sites and services too.)
Sidenote... ALWAYS turn on 2FA.
A third option is botting. I don’t know how common that is for the games OP listed, but it is common in many games.
