What's this PS1 game I played as a kid?

Something recently reminded me of this game I played many years ago, but I haven't been able to find it. Some of the details might be a bit sketchy, but here I go:

It was a modern/sci-fi game. It had prerendered backgrounds with a fairly colourful palette, maybe tank controls, fixed camera angles, you'd wander around picking up key items/consumables/ammo, and shooting at mostly robot enemies and had boss fights. It played like a non-horror resident evil game, basically.

I think it started with some kind of terrorist attack on a skyscraper belonging to a large tech company. There were two player characters that are sent to deal with this, a male and female police officer or special forces that you'd frequently swap between after their helicopter crashes into the building and are separated.

So what do you think? I might hunt down a copy if nostalgia and bad memory aren't tricking me.
