Is it possible to obtain high-grade uncirculated Euro notes from the ATM?

I'm completely new to collecting and grading (except trading cards) and was just wondering about if I could sell graded Euro notes on eBay.

However how would I go about acquiring uncirculated Euro notes? Banks online seem to offer no help. It feels like the ATM gives out uncirculated notes (in Europe circulated notes will get destroyed by the central bank), however is it still possible to acquire a 68, 69 or 70 as grade? Ones I obtained recently look good except they are not flat around the watermark area, but that is different material so maybe it makes sense?
