I have a rash with red and white bumps that occur frequently and go away for the past 4 months. What could this be and how can I treat it??

I’ve had red bumps that appear under my eye and then go away within a couple weeks only to reappear after a couple days. I’ve also noticed a small flesh colored bumps directly on my eyelid, but usually only one or two. I’ve seen the dermatologist and they said it’s eyelid dermatitis. I don’t think this is correct, given that it doesn’t go away with hydrocortisone 2.5% that they prescribed and I don’t have any allergies that I’m aware of. I haven’t started any new products for my skin, so it can’t be a contact dermatitis issue. But, as I said they’ve been coming and going. It’s under my eye and on my eyelid. Sometimes I’ll get a similar bump or two on my left eye. Any idea what this could be and how to treat it?
