When I retract my foreskin my flaccid girth and length is a bit bigger

Uncut guy here. My foreskin is rather tight when I pull it back, but when I clean my piece and let it stay pulled back for awhile I can feel and see more blood flow to my piece. I think the slight tightness from my skin pulling back is causing it. Any objections to keeping it pulled back for the most part of the day other than weird sensation of rubbing the tip against your briefs or possibly getting too dry? Do you guys also vac hang with your foreskin pulled back?
