No stronghold where eye of ender and locate command says there is

EDIT: The internet lied about strongholds not being below Y=0. It was at Y=-13 for me.

I went to the exact block an eye of ender led me to and dug straight down, and then after that used the locate command and dug straight down at the exact coordinate and still found nothing. Is this a known bug in bedrock edition or something?
