Is Yogg meant to do this? Glitch?

I was playing a meme Yogg deck in Wild, and while Yogg was casting, it casted Psychic Scream and shuffled itself into the opponent's deck— and then the OPPONENT started casting the random spells!

Is this intended to happen??? I found it quite humorous haha
