My 4090 FE fan speed can not be below 30% after updating vbios

At first, the card's fans will stopped at low load, but after updating vbios through NVbiosupdater, the fan speed will stuck at 30% lowest. Even after re-flashing the previous vbios from [TechPowerUp](https://www.techpowerup.com/vgabios/?architecture=&manufacturer=NVIDIA&model=RTX+4090&version=&interface=&memType=&memSize=&since=) could not solve the problem.

Could someone tell what issue it is and how can I fix it? Thanks.
