Their "pupils" are their actual eyes, the white is monkey warpaint, not part of their eye.

I think it’s to be more accurate with snipers who close an eye to focus through the sight and aim directly forward. Good snipers won’t do this but this is very commonly associated as “the thing snipers do” that characters do this to demonstrate who they are; they shoot things.
