Ticket says “GA Floor Seat 13-15”Confused as to is this a general floor admission or is it assigned? There is no section or row number on the ticket. Sorry if this is a dumb question

The seat numbers are just to track capacity

Pretty much all venues that do GA Floor have seat numbers on the ticket, but there aren't any seats. Maybe if it's a comedy show there will be folding chairs or something, but for a regular show, it'll be open floor.
Pretty much all ticketing software works this way. Every ticket has to be "seated" whether or not there are actual seats.
